Why do they assume it makes sense to support terrorists morally or militarily knowing that they are also on the terrorrist's hit list?

They support these terrorist regimes for three reasons:
1) Money, which is in short supply for them.
2) They are of the mistaken opinion that if they help the terrorist, the terrorist will leave them alone.
3) They (Russia and France) are communist and socialist states.

The United States supports Israel(which is known to the majority of the world as a terrorist state)

I don't know if you realize it, but the US also has a long history of "support for terrorists". in the 80s we supported (and armed and trained) the Mujahadeen in Afghanistan, the right wing death squads in Nicaragua and El Salvidor, and no doubt we continue to fund certain paramilitary groups to this day. So what was your point again?
