You can, but unless you have absolute proof of ongoing actions, then you have an uphill battle. If this battle is lost (or even won), then be prepared for a living hell.
Since law enforcement has the job of keeping the peace, and sometimes that in itself involves not so peaceful actions, the community as a whole is well backed by organizations and attorneys who can successfully put you in the dirt on this if they have to. That is not to say that no one can win a case like this. But because an officer who is convicted of it, or even has it put in his file, cannot be promoted, ever again, they put any accusations of this under severe scrutiny before entertaining them.
Unless it has gone beyond "just annoying", I would not pursue it. Also, before making any official accusation, make very sure that you were totally and completely in the right in each and every instance. The last thing you want is vengeance by an organization which has a code of silence that absolutely protects any and all of their actions if they want to.
One thing to also consider: There was a case where a woman had claimed what you are and got a complaint in the officer's file. He then sued her in civil court and won big! She had to pay not only for slander, but also all of the wages that he would have made had he been promoted as usual based on his record prior to that incident. She also paid punitive damages which is how the legal system punishes you for malicious actions.

I am very pleased to hear you are taking a stand for your rights, as well as the rights of every U.S citizen. I to am in the process of my rights being violated over 20 years now. Hell everything that I been through I just assumed that is the way the law works. All I have ever known was to plea guilty, since your attorney or court appointed attorney studied the law and that there to do what is in your best intrest.. (WRONG) It finally took nearly 20 years to finally have a friend who pointed out to me that I have been violated of my rights.. etc!! I didnt no who to talk to about filing a complaint but I finally received a call from the senators office who I am not sure what there procedures are but there wanting to investigate.

District Attorney office. You will need to tell that that you need to file an official complaint about the matter. That might get them motivated to take you on seriously. Other than that you may also write a official complaint to the Chief and that you will take appropriate measures if this continues. Or heck media is always a great resource. You can e-mail or call your story into the local media and see if they are interested in doing a story on it. Heck with what happened in NY to that poor man they might just jump at the chance to do a story on it. Sorry that it is happening to you.

I hope that you are SURE that they Harassed you because of your skin color or other things...

The way to do so is by going to the police station and letting the front clerk know why you are in there. They will take a report on the incident(s) that it occurred. There will also be an investigation done after the complaint.

**These can be career enders for some, I hope you know what you are doing..

Start with their "Internal Affairs", and if are no help, go with the state. Try and have witnesses or some kind of evidence to strengen your case. Some departments protect their own, and some departments like to hang their own.

you first start with his Sergeant and go up the chain of command and you need to have proof
