You didn't specify if you're seeking for the grand dinner of the New Year's Eve or for the lunch of January but in any case it's rather difficult to give you a reliable / conscious suggestion,
However cases I really don't know what to tell you because in spite of I've been twice in Rome in the Xmas holidays (and I've spent there also the New Year) unfortunately iit seems that in those days everything must change. All the restaurants are extremely full of people (and ugly increasing their prices) with the direct consequence that the food is not that good it was just 1 or 2 days before.
I've no names to recommend you since I've bad experience of those special days; what I can suggest is to avoid the big restaurants, go 1 or 2 days earlier eating in some "trattoria" a bit out from touristic routes and try to make an idea by yourself. This could lead you to have a good lunch and for sure it will cost you not a fortune.What is sure you must avoid any booking on line or by phone without having seen the place by yourself.
Last but not least beware of the pickpockets,wear a stretched satchel as a belt under yr vest and put yr money and docs therein. When sites are crowded they are always ready to keep any opportunity (but this is not only in Italy since I've been victim of a robbery just one in my life and it was in NYC...!!).
