What kind of lasagna? Red sauce? White Sauce? Cheese?
For a red sauce, I'd probably look for a chianti or sangiovese. If you really wanted to do it up, then a 2000 Barolo or Barbaresco would be fab. If no luck with that, then possibly a BIG pinot noir, like Domaine Drouhin Laurene. Out of the choices you've given, a Cab would be your next best bet, but it would need to be a big cab.
A Merlot would likely not be complex enough and may be too fruity.
There is no such wine as "Shirar", but there is a Shiraz/Syrah that you probably mean. If there is anything grilled in the Lasagna, this would be divine with it.
If it's a white beschamel sauce, then I'd most likely go with a Sauv Blanc or a Fume Blanc. You'd wan't something a little dry and citrusy to balance out the heft of the creams. Even a nice oaky (but not overly creamy) Chardonnay would go nicely. And if you prefer red, then a Domaine Serene Pinot Noir would be great - their Pinots are more airy.

You need a Red to handel the strong flavors of the Tomato Sauce etc.
My fav is the Cabernet but the Merlot would work also.
Try a Pinot Noir it's also real good.

If anything I would go with a Chianti the flavors in the chianti will work great with the acidity level in tomato sauce to give you a nice balance. I would recommend the Ruffino Chianti or if you want something inexpensive Trader Joe's here in Los Angeles carries a Aquila de Oro Chianti for like $3.99.

I would go with a Cab. I don't like Merlot too much, it tastes bitter to me and seems to dull my palate. Cab is softer and more flavorful.

I agree with Gypsy, there is no best, it's all up to you. Basically if you don't like Merlot (for example) then its not going to make your meal taste any better. Duh. Choose your favorite and that will be the best one for your meal. Bottoms Up.

If these are the choices, I would go with Shiraz, especially if your sauce is on the spicy side.
