If you have not gone out with the guy yet, invite him out for a drink where there is music that you can talk about or coffee somewhere where there is a lot of people (so you can have something to talk about).
If you want to make it official, "dating" then just say it. Say something like, I really like you, and I was wondering if you would like to make this official....you know like be my boyfriend....something like that, but don't be pushy.

just ask him the way u think it will work and if he like u, he wouldn't matter any way u said it.
i asked the guy i like and i just told him that i like him and he knew what i was trying to say.
just tell him what u fell and he will get it.
