No, it's just a battery phone, so the voltage and the amperage are very low, you probably won't even feel a shock. The handset however, would probably be ruined. Best of luck to you.

The terminals of the battery will short together in the water. Electricity follows the path of least resistance. This is an oversimplification, but basically, there's no reason for the electricity to go hunting around for you, it just goes from the positive to the negative terminal of the battery, or possibly through some of the phone circuitry. Plus, there's just not enough power in a phone battery to do you any harm unless it was wired via your bloodstream from one side of your heart to the other.
Dropping the phone in the water may permanently damage it, or it may not. If you drop it in the water, take it out and set it somewhere dry. As soon as you can, and once you're dry, remove the battery. Don't press any buttons or try to operate it in any way, just remove the batteries. Let the battery and phone sit for several days in a dry and airy spot. Re-insert the battery and then try operating the phone. If no-go and you want to try again, get a new battery and try it after letting the phone dry for another day or two.
Your mom is probably usually right, but not in this case. Tell her not to worry - as long as you're the one that will pay for a new phone if it ends up dead in the water.

You cannot get electrocuted...but you can ruin a phone...put your MOMS mind at ease and have her get you a water resistant phone...that way you guys will be both happy, you get to talk on the phone while you are taking a bath and her mind will be at ease that you will not get electrocuted...click on the link for phone information

If you touch the phone while it is soaking in the tub then there is the possibly that it will shock you. But if you get out of the tub then you might not get shocked. Just be really careful when you talk and bathe at the same time.
