The most intuitive answer is that certain human behaviour is hard-wired into our genes. Our reaction to various stimulus are similar because we've evolved that way. Humans have evolved as social creatures, hence it is beneficial to have common communication tools that transcend language and culture. E.g. someone sad or happy will be recognised as such no matter where in the world he is because our brains are built to recognise common triggers.

Well the reason why we all speak different languages is because back in Bible times the people tried to build the a tower that would reach all the way up to heaven. God decided to stop it by and everybody started to speak weird languages so they just scattered. Crying is an emotion so that is natural we all have it

actually, i don't think we all cry the same way or laugh the same way. Some cultures are very expressive in their emotions, and others are not. Therefore, while someone my cry by breaking down and wailing, another may be stoic with gritted teeth.
now if you want to talk about the universality of music, that might be a little different

Speak and talk are culture nature.Laugh and cry are human natural emotions and the language,race,color or sex are irrelevant to express either one.

These are physiological responses. Languages are symbol systems. Emotions, which are (operationally speaking) enzymatic changes in the body, elicit certain physiological responses that are universal because they are biological, not cultural.
