I suggest tht before defrag ensure all files are deleted from the recycle bin. Also Ensure all the temp. files are deleted . Further ensure that all Temp. Internet files are deleted including off line content. I can give you a link that deals with hard drive problems.
Some drive problems can be easily fixed by yourself using easily available tools. I found the info at http://fixit.in useful. Try this site, if you can get what is required.

You don't need to turn off System Restore to do the defrag. Just run the defrag and nothing will be lost. Defrag just puts the files in order for quicker access.

You dont need to turn it off to run a defrag. Just run it. If you notice the file size of them, it shouldn't be that great depending on the image. To further answer your question it will not hurt your system to turn it off to defragment it.

Defraging your hard drive does not delete any files. It just puts them in order. No harm will be done.
