To start a shop you have to already have a place for the sop to be. As for getting bikes you need to call the manufacturers to set up with them or you will have to call their distributer to order the bikes you need. Some companies you will be able to deal directly with but most will have distributors in different areas. Some distributors will have volume rules or other contengicies for selling the products. You can also set up with some distributors who do the dealing with the companies then offer a line of products from them that you can buy to bring into the bike shop. They are your best bet if you are going to be dealing with multiple types of bikes and gear. Not alot of high end bikes come complete so you will probobly be doing alot of build ups in which case the distributor that deals with multiple companies will become your best friend. You just need to find who these people are in your area call and explain to thjem your a new shop and go from there.

Assuming that you have already done your homework on starting this type of business, it will be a good idea to simply do a web search of different brands of bicycles you wish to carry.

Many brand names have dealer territories so you may not be able to get the brands you want, so you might consider a customizing shop, where you purchase framesets from builders and build them up either as "stock" items for your store or as 'custom" models to fit your customers whim.

There are many framebuilders out there, but when it comes to road bikes you should seriously consider Bob Jackson from Leeds England. Excellent value and beautiful work.

All this being said, a wise man once told me that in order to make a small fortune in the bicycle business, you have to start with a large one.

Might take a little research on your part. However, the first thing you will need is a resale license for the state that you plan to open shop in.

Then, you can contact the manufacturers directly and ask for the names of their distributors. Also, you can check online but most of the sites that offer information about buying at wholesale are scams.

You will need to contact each bike maker you want to sell separately. Each might have different requirements (some might require a minimum volume sold per months, or how you need to set up your shop, etc.), some will let you sell through the internet, some won't.
