This was mentioned in my favorite TV show and I have no idea what it means or how you measure it.

Arus. Geo's answer is correct, but not wholly complete.

It depends on the crime, and the jurisdiction.

Some states will limit from the date a judgment is entered against the defendant, rather than the date the crime was committed for certain issues (which gives the state a little more time to act).

Interestingly, there is no statute of limitations on murder (there are probably other crimes to which this applies), and the death penalty can be imposed by some states...

Not that I object, I just find it a bit ironic, and the cynic in me has but to laugh.

A statute of limitations is just a time frame that the DA has to press charges for a crime. Most crimes have limitations. Murder does not. The limitations are written in the statutes of each state.

States also put a statute of limitations on civil wrongs as well, which limits how long you can wait before you file a lawsuit against someone. For example, in Alabama, if someone injures you in a car wreck, you have to sue them within two years of the accident, otherwise you are out of luck.

Statue of limitations also apply to some crimes, but not all crimes. Crimes such as murder do not have a statute of limitations.

the amount of time that a state, or prosecuting attorney can bring charges against an invidual for certain types of crimes.

It varies from state to state.

For example, there is a 5 year limitation in New York to bring rapists to trial.

To determine the length, its taken from when the victim claims when the incident took place.

Some feel that putting such limitations are wrong.

Some Statutes of Limitations are good, as in the case of murder there is no Statute.
