The only "moe" I know is the sound kids make when they express their dis-pleasure when they are told to do something they don't want to.
It really is not a word. It is a sound. It is more like "moooooooow"
Is that what you are talking about?

(something/someone) moe basically means I like (something/someone) very much. But it has more connotation.
It has derived from "moeru". As you know, moeru means burn. But in this case, it doesn't necessarily mean burn.
Just considering the kanji for it, it means sprout.
