Sometimes it may be a buildup of sweat and dirt in a crevice in the neck especially if you are overweight. An exfoliating scrub such as St. Ives Apricot scrub usually clears it up after about three uses (non-consecutive days preferably). If you are on a budget you can use a wet soapy terrycloth washcloth and apply a bit of pressure to rub off dead skin cells.
If this doesn't work then i would follow the advice given by rosehas2682 and see a doctor.

Acanthosis nigracas is a common skin disorder in ppl that are diabetic or slightly overweight. It is caused by having too much sugar in the body. It can not be "washed" away, have your blood sugar checked regularly. OR it could be an allergic reaction to jewelery that is not reall gold or real silver. Nickel is a common allery that is found in jewelery and causes dermatitis or inflammation of the skin. SEE a doctor or dermatologist either way, nothing over the counter will help

If you have a necklace of costume jewelery on, that just might be where the dark ring is coming from. Usually it will wash away with a little soap.

A natural loofah in the shower helps even for the dark ring caused by diabetes. Make sure it is a natural loofah and don't scrub too hard.

I need more information. It could be anything. Have you worn any new clothing, like a scarf around your neck, without having washed it first? Is the ring black, or brown, is it a circle? If it's brown and a circle, it might be rabbies. have you been bitten by a dog recently? When did you first notice it?

Please see your doctor and get checked for insulin resistance and pre-diabetes. A dark ring around the neck is often a symptom. Take care.

Could it be from wearing a fake metal necklace too long? I know that happens to me sometimes if i forget to take costume jewelry off for a day or two.

I usually take mine off with those acne pads, those clean really well.

I could be the jewerly you were wearing or dirt. Try Alcohol on cotton.
