Absolutely not, you can't travel out of Thailand without a passport.
Unfortunately, even with a passport, there are few places you can travel to without obtaining a visa before you go. You can travel to Maylasia or Singapore I know, and I'm sure there are other countries in the region where you can go without a visa.
You can check the requirements at each individual countries' official consular or embassy websites. But, I know of no country that will allow travel without a passport. By the way, Hong Kong is not one of the countries that do not require a visa from a Thai national. I took my Thai wife there without getting her a visa, after being accused of being a sex trader and spending hours being questioned and being held in the immigration holding cell, she was given 24 hrs. to leave the country. Good luck, and why don't you get your girlfriend a passport?

No one can travel from Thailand to Japan without a passport. Even a United States citizen cannot go to Japan without at least a passport. Thai nationals have to apply for a tourist visa to Japan and that may take some time. And she would have to prove that she has property in Thailand or a job to return to after her visit. The Japanese and US governments have cracked down on Thai and Filipinos from entering with tourists visas without this kind of proof because so many have not returned to their own countries.

Try Malaysia or Singapore. Those are nice countries close to Thailand. Or even Viet Nam. And there is always Koh Phi Phi or Phuket, Pattaya, Krabi or Hua Hin.

Good luck
