Yes, provided (1) the airbag really is disabled/disconnected and cannot accidentally be re-enabled, ie the charge has been taken out by a reputable person, and (2) the seat is designed to be fitted backwards in a front seat.
Usual rules apply: always use kitemarked/British Standard seats, never second-hand even if you know the previous owner, replace immediately if dropped or damaged even if no damage visible...

Dont risk your childs life, just put them in the back where they are safest

You probably shouldn't do that on a regular basis. It's not considered to be as safe as the middle back seat.

Check your state laws, but my inclination would be no, the backseat is still the safest and probably the law everywhere unless your drive a pickup truck where you don't really have a choice.

A rear-facing carseat is suppose to be exactly that in the backseat of a vehicle. Go to manufacture website it will say there in rearseat only. To be exact any child under a certain age is supose to be in the backseat.
