I wouldn't use the term "poor" for your question.
I work in a public library and we have trouble with loud people of all kinds- it doesn't matter if they are poor or not. Many don't know that they are loud. They talk loudly all the time! It could be that they have a hearing problem and talk loudly so they can hear themselves. But, I don't think that's the case all the time.
We ask people to lower their voices all the time. Teens get very excited and their voices rise with their excitement. I know, I did this when I was younger. Most of them are very compliant when we ask them to lower their voices.
If you have a problem with the noise in your library, say something to the staff. They may be tuning it out because they hear it all day. Or, they are waiting for someone else (the public) to speak up.
It is frustrating trying to concentrate when people around you are having personal conversations of all kinds.
Speak up and see what happens. What do you have to loose?

I'm not poor but I do use the library computers often...but I really get annoyed when a group of 2 or 3 teenagers sits around a public computer talking and laughing and disrupting others while they check their MySpace accounts and the like. Libraries are supposed to be quiet, period.

You don't say "poor" in what way? Poor as in low economic status? Poor as in their parents didn't teach them how to be aware of others? Poor as in "those poor people were never taught appropriate behavior in a library?"
I guess the real issue for you is what are you going to choose to do in response? You can consult with the library staff and see if they can enforce rules/guidelines. You can choose another public library if your city has several. You can choose a different time of day. You can be grateful those "poor" people are in the public library instead of out on the street running in gangs. You can pick your battles. I guess the real choice is yours

How do you know that they are poor and without home computers? Just because they are using a library computer doesn't mean they don't have one of their own. As for how loudly someone types, its probably more of a situation that they are just heavy handed. If it bothers you that much, bring an ipod or something that will drown out the noise.

I like your question just fine. I love how people on this site try to sanitize questions. It's a rather general question but I guess it has something to do with how they were raised. In the instance(s) you are referring to I would have to say for them it was probably in a barn.

Hmmm, a better question is: Why do many people require quiet to concentrate? Why not learn to concentrate in any situation?
