from experience its probably best because that is your friend's brother which means it would be kinda awkward for the both of them 1. he would worry about his private and personal life being discussed with his sister because you two are friends .
2. what is it about him you like and why this is what you have to ask yourself
3. last but not least If he is interested he will let you know I wouldn't be in a hurry to step up to him the let down may not be easy for you

When he is around I would ask him what kind of things he like to do and I would give hints that at him to let him know that I am feeling him. Once he get the picture that I like him I would do the little things that he like because guys like things like that. But day when his sister is around him you should go with her over his house and wear something really cute that would blow his mind and have his head turning like I want that to be mind

Ok, i see the scenario. I was in this same boat once. Really what you have to do is tell him straight out. What else can he say but no?? He's not going to beat you up or anything. Tell him how you feel and ask him what he likes to do, or if you already know what he likes to do then invite him out to have fun just something where you and him can communicate.

Talk, make eye contact, and flirt with him. Suggest with his sister that all of you go out and do something together like just hangin. See where it goes from there.

why dont u spend a little more time over thier with his sis.. u have to give him that look.. make little comments to him. maybe even give a little note or something.. the little things mean the most
