Vital? No. But they will distort and be difficult to handle unless...
...you roll out the dough on the cookie sheet you're going to bake them on (oil it or whatever the recipe calls for before you roll).
Cut the cookies, and don't touch them! Remove the 'scraps' from around them and bake. No moving, no stretching, and fast!

It isn't vital, but it will help keep the shape of the cookie from tearing and losing it's form. But, if you're in a hurry, don't worry about it. Let is sit for a bit and then cut them out.

This answer if probably too late, but I have stashed the dough in the freezer for 15-20 minutes, taking out the outermost portions and rolling them, while leaving the rest in to get colder while I work with the other. As long as you don't leave it in to get really frozen, this works o.k., and quickly.

it just makes the dough firm so that your cutter doesn't stick and they don't stick to the surface you have laid it on. try putting it the freezer for 10-15 minutes.
