I think when we are born that our brain would be more of a reactor as we are learning everything.

As we progress in life we learn how to cause/create our own actions likes, wants, dreams...whatever.

So I guess I would say...depending on our stage in life or situations we could be both.

Reactor. Brains can't create things - they only respond to stimulation. Stimualtion is just the movement of neurotransmitters.

If the brain (on its own) could "create" things, maybe prayer would work a little more often. As it is, we need the brain to "create" plans so that the rest of our bodies can do the actual creation.

Excellent, thought-provoking question.
I tend to believe it is more of a creator, although much of what it does can be considered reaction. I suspect that question could go round and round like Evolution/Creation and Church/State. But it IS interesting.

Both. It reacts to stimuli and it interprets what the stimuli is and means. Our perception of the world is completely subjective.
