Dogs like people learn at different speeds. Some dogs are very quick and pick things up very fast while other dogs are a bit slower. This doesn't mean they are stupid but have a harder time storing their lessons in their brains.
Many dogs are very stubborn and will do things only if it is in their best interest. Even with the stubborn dogs patience and persistence will usually win out. Dogs learn through " Consistency, Praise, and reinforcement" and if this is used in training almost all dogs will learn. Dogs have very short term memory so their training has to be done every day so they will retain it. I am an Obedience Instructor and I find most problems lie with the owners and not the dog. Most people want their dogs trained yesterday and don't want to put the time and effort into making a well trained dog.
Patience is the key.

Some breeds are naturaly not that intelligent, however, too close of breeding will really enhance the low level of intelligence and health. That is why it is important to know the lineage of a puppy when you are interested in purchasing. Understand who the parents are of the pup and ask if the parents are related to each other? If they are cousins, brother, sister, son or daughter to each other, I would be looking elsewhere. All puppies are irrisistable at a very young age, but the longevity of their life will be determined on how healthy they are. Too close of breeding can lead to many health problems as they get older; if not born with it. Also, make sure your puppy has been checked by a vet and given shots before you purchase. I always look for puppys that have AKC registered parents. You usually pay a little more, but you don't ever have to question their lineage.

Generally because some owners are so smart and others are so stupid. Think about it. When's the last time you saw a smart, got-their-stuff-together, patient, kind dog lover who had a stupid and ill-mannered dog?

There are no stupid dogs it is the way they are trained. Some owners train them to do different tricks others just don't really care if they do tricks. Also some dogs are more stubborn it takes them longer to learn because of their stubborness. If you are training a stubborn dog it will take a while for them to learn.

Dogs are dumb if they are mix breeds or have been breeded with their own blood. Pedigrees are usually intelligent.
