if a girl is 16 and her bf is over 18 (23), is this illegal in the state of California. what if the guy is almost 19, is that illegal?

You're under the age of 18 and legally a minor. He is over the age of 18 and legally an adult. Going out with him is not technically illegal, but having sex with him is. Your parents could press charges if they wish.

However, a 23 year old guy interested in a 16 year old girl should have his head examined.

It is illegal, although rarely prosecuted. Usually in the state of California, they do not prosecute sex with children over the age of 15 unless pursued by the parent. Or an extreme case such as a teacher or minister someone in a powerful position or someone who works with children abusing children are prosecuted to the fullest.
