Like someone said here today, do not mix morals, and values, and justify that if someone ogles at a girl who is just 16 years is a good man. Seeing good looking beings/things, around us is a very natural thing, but to get sexually attracted to a girl of that age, I can only think that this man is a cradle snatcher.
Oh by the way, do you have kids ? Also, you have started of saying ''am man of morals......'' and then the rest of the question indicates ''him or he''. What has to do the moral and to be a good man, with to like a girl in the street?
You or your friend are not dead.
You are not having sex with the girl (in spite of you may be thought about it), you are only admiring her beauty.
But on the contrary, if the intention is to "catch" the girl, that is really nasty.

Being a good moral man he will appreciate her beauty and sexiness in passing, from afar, doing nothing, then get on with his day and move on with his life.

it is completely normal for people (not only men) to notice other attractive people. Young, old, doesn't matter. And while women might not like that men notice younger girls, it's just a fact of life. It's the ones who go further with those thoughts that need to be castrated though. ;)
