Contact paypal and then contact your bank. Paypal will investigate the transaction and issue you a refund if the funds were transferred but not collected. Also contact your bank. They too will investigate whether you were defrauded or if it was a clerical error on their part.

Something similar happened to me where I ordered a DVD on ebay and used paypal to make the payment. After two weeks I issued a complaint and they were able to determine that the seller had not collected the payment so the refund was issued without any problems.

First give them the benefit of the doubt & wait at least another week at the most - because if they sent it regular mail- that takes a really long time to get.
After that, then dispute or put a stop on the charge with your bank. You at least attempted to contact the company about it, & they failed to respond. So it's only fair to not pay for something you never received.

Dispute the charge with your bank (or whatever company handles your card). Tell them you did not get your item. The company you bought from will then have to explain why not or give the money back or send the correct item.
