I have two dogs, one is shepard/chow and husky the other is not sure really but hasshort hair, any way niether one will stay in the house for more than 1/2 hour at a time and as cold as it is here in eastern washington I am worried about them freezing, I made a good bed in the garage for them but they just drag bed out side . Any ideas as to why and how I can stop them form doing this? I can't keep getting up so much at night either

Do they have a way to get back 'in'? If so they will not freeze, they will come in from the cold.

You will need to catch them pulling the bedding out & displine them at that time so that they learn to stop this behavior. This means that you will have to monitor their behavior so that you can catch them in the act, training is key here.

If they are going outside, they should be fine. The husky you will never have to worry about, and shepards/chow have long enough fur....does the short haired one have thick short hair? 99% of the time, the dogs will be smart enough to come out of the cold on their own. You just want to look for shaking. If they want to go outside, they should be fine. We live in WI- temps get below 0, and we have an english shepard and a pitbull/german shepard mix (with short, thick hair) Both are perfectly fine and will actually pull out the extra hay we have in their house because it gets too warm when above zero. They have access to inside the barn at all times.
One thing you may try if you are worried- get a heated water bucket. Warm water will do wonders if they are starting to get cold. You can buy one for less than $20.
There really is no way to stop them unless you lock them in the garage.

If you leave open access to a warm shelter and they chose to be outside, they are obviously comfortable. The shep/chow/husky probably has a good coat for it, and will be perfectly fine out all night. Your short haired dog, most likely goes outside to be with his friend. He may be comfortable, but like I said, if you leave access to a warm place open for them, they will chose where they are comfortable. I grew up with a Malamute and during the winter she stayed outside all day, and long portions of the night. She had a house and heated water bowl out with her, but she never used the house. She would curl up in the snow. Some dogs just like the snow. Instinctively, they all know how to keep themselves warm. My Boxer without any hair who's never been an outdoor dog, knows how to curl up and tuck his nose under his leg (he has no tail to cover it), and keep himself warm if need be.

convert the garage into a kennel and lock it at night , make sure they dont fight
