hmmmm, interesting conundrum. Stairs, in my opionion are static and therefore the question should not apply. If you were looking at escalators or elevators, there is an easy consensus as to the orientation and direction of their movement.

Stairs however are built from the ground up, never the other way around for safety and physical reasons. So if you were to use the direction stairs are constructed, then you would naturally assume that headed in an increase in altitude in reference to your initial position, then you would be going up. The true is the same if you are headed in a decrease in altitude in reference to your initial position you would be going down.

The stairs don't move at all, but considering that one usually starts from the ground floor and then works their way up, one would say up. But that would only be in a building where there are upper floors, I guess. If it is an underground building, then down.

if you are on a higher floor then one can go downstairs.......
if on a lower floor you can go upstairs
