I just got a call from this number: 999-999-9999 and I've also gotten calls before from 000-000-0000. Of course I didn't answer these. Are they scams? I'm certainly not going to call back but it seems odd to me.

It means that the person calling you (always a business) has a phone system that allows them to enter a fictitious originating phone number. They don't want you to know who they are. Sometimes they are selling something but they are usually collection agencies or companies trying to override the do not call list rules. Don't answer.

probably a telemarketer or bill collector found a way to mask thier number.
