Ask a doctor.
Fogginess can be caused by quite a few things so be safe and contact a toll free tip line and seek help from there.

Lack of blood circulating to the eye would not be the 1st thing I think of when it comes to foggy vision. Lack of blood would result in black areas of your vision. I would see your doctor to find out the real reason, it could be serious.

Sounds more like retinal detachment or cataracts. I doubt the amount of blood would have that much of an affect. The eye is filled with a fluid no with blood. The change would more likely be in the fluid of the eye not the blood.
