You can take any adjective (describing word) in English and turn it into an adverb (a word describing a verb) by adding "ly" to the end. The meaning of "technically" is "in a technical way" and of "practically" in a practical way, and so on.

I notice that you write American English. Americans don't seem to use adverbs in the way other English speakers do. For example, where in English we would say: "You did that really well" ("real" + "ly"), they say "You did that real good!" You're going to have to study adverbs from books rather than by listening to American speech!
