anti-dandruff shampoos work... but all of a sudden.. BAM they stop working, or working as well.
The best thing you can do for your hair is buy a decent shampoo and condition with natural ingredients. There is so much garbage in the regular shampoos found in beauty retailers that irritate your scalp.
Don't buy anything with the following ingredients:
parabens (any form of paraben)
sodium lauryl sulphate
saodium laureth sulphate
These ingredients are incredibly harsh on the scalp and can produce psoriasis style dryness in areas. You can buy these shampoos and conditioners from health stores/online stores. It may be worth putting a post on a vegan or natural living forum as healthy types tend to avoid the bad shampoos like the plague and will be able to recommend some products.
When you rinse, rinse every single last bubble of shampoo out- AND ALWAYS CONDITION!
Towel-dry your hair carefully, avoid the hairdryer . Make your parting where it needs to be. As your hair/scalp dries, keep looking in the mirror to see if your scalp is trying to 'flake' as it dries. You can try applying a touch of leave-in conditioner or olive oil to smooth the area to stop it cracking into dandruff flakes.
Keep your hair short and healthy, comb it carefully and look after it how you would your face. You don't need to wash it twice a day, though I imagine you're doing that because you feel it would flake even more if you didn't.
Important- make sure you have a good diet. Lots of fresh fruit and veg and gallons of water. Sometimes bad scalps start off with bad diets!
If you think your condition goes beyond diet and skin sensitivity, see your doctor.
All the best :)

shampoo:
yeah head n shoulders does not work for some people. try rejoice shampoo dandruff control, it worked well for my sister and some of my friends who were not satsified with head n shoulders. since rejoice has conditioner in it this helps to keep your hair and scalp moist too.
home remedy:
1) applying lemon helps alot. add 5-8 drops of lemon and few drops of oil (any oil) to water. pour it over your hair after every wash. you may want to add more/less lemon juice and oil depending on the thickness of your hair.
2) soaking only the scalp/scalp and hair with lemon juice overnight also helps. u can use a whole lemon for this or you could add some water to dilute it a little but not too much. do this 3 times a week.
3) drink tons of water and always have a balanced diet.
If none of the shampoos or home remedies help, consult a doctor as your dandruff may be caused by other uncommon reasons.

People with dandruff need to face the facts about it. Fact is, your skin sheds cells all the time. But hair holds it in and it starts to form a scurf, and it's even worse if you're allergic to the invisible skin mites that are on everyone. The best thing to do for dandruff is to keep your head shaved. That will allow the skin cells to fall off rather than accumulate. You don't notice dandruff on the rest of yiur skin where there's no hair.

If you can't use Head and Shoulders, get some other dandruff shampoo and put some warm coconut oil on your head for a couple of hours (make sure not to lean on anything!) then wash it off.
