1.well i need alot of files/folders like entire program/game.
is there a program that could do all that. iam pretty sure i did it with add/remove programs when i deleted it

No, you are SOL as far as that is concerned. You can try file recovery program but don't hold your breathe on it.
You used add/remove. Since that time you have done plenty. Hard disk sectors have changed / overwritten several times. It will be hard.
One possible way: There are professional file recoverers that come at a cost. Not cheap. You can give them a try - that all depends on how important or critical those files were and how much you are willing to pay to get them back. They will tell you the same thing what I have written in the above paragraph.

You cant do anything about it.
if you have lost a file you could recover it by a file recovery software.
download Undelete software or search for File Recovery on download.com
