OK, staring is very rude!! But, I am guilty of wearing low cut tops and when I catch a guy glancing (which happens all the time, you men are not very smooth) I really can't blame him because I am kind of putting them out there. Besides when I see an attractive girl with a low cut shirt on, even I steal a glance. Just try to be inconspicuous about it.
