You do not need to take any jewlery with you. You will, however need some regular bars after the swelling goes down. A piercing gauge is longer and may irritate the roof of your mouth after the swelling goes down.
Metal may chip your teeth if you clack and do a lot of things like that, which isn't good, but plastic bars can break off in your mouth, the balls seem to come off easier, thus becoming a choking hazard. I've never had a problem with my metal bars but always had a problem with my plastic ones.
You should rinse after everything. Eating, drinkning, smoking, candy, etc. Also, use a dry toothbrush to gently wipe away anything that surfaces around the piercing. Swelling generally lasts 2-8 days. No dairy products for two weeks. As far as yeast, I've never heard anything like that and my piercer (who has done all my piercings but my ears) has done well by me and never mentioned this.

Research your local tattoo/piercing parlors. Check in the phone book, give them a call, see how they are to their customers over the phone, check out the location, see if it's a clean place.
Also, don't bring any jewelry with you. Let your piercer determine that. He will figure out what is the best gauge (thickness) for your piercing and how long the barbell should be.
After a few weeks after getting it pierced, you need to go back to the piercer and have a new barbell sized, so prepare to pay for two barbells. They overcompensate for the swelling when you get pierced, so your barbell will be longer than normal. If you don't change this out, this is where you can run into trouble with it hitting your teeth too much and chipping them. Make sure you get a small barbell put in!
After care: I used a lot of mouth wash, drank broth and lots of fluids, took some aspirin. I couldn't really talk for a few days, and it was really frustrating not to get my words out properly. My tongue was so swollen that it filled up my entire mouth.
I think that's most of the info that I would pass. And just be careful not to bite down on it when you're eating. I do it ALL the time

I don't live in your area, you will have to call around and find a piercer. Keep in mind you will need parent's permission to get the piercing since you are underage
You don't need to take jewelry with you. The piercer will provide you with the proper gauge and length barbell. And though metal isn't best, you need to use a metal barbell in your mouth during the healing process. You can always get plastic beads for the ends so you are at less of a risk for chipping teeth. But remember, your piercer knows what they are doing. They gave you the plastic barbell back because it wasn't the proper jewelry to use. Plastic is porous, it harvests bacteria and can increase risk for infections and it can break easily.
Aftercare: Rinse your mouth with Biotene or another mouth wash free of alcohol and saccharin, after every meal, after drinking (water is fine, everything else you need to rinse) and after smoking (if you are a smoker). Brush your teeth twice daily and start using a new toothbrush upon getting the piercing. You can also use sea salt water rinses on top of using Biotene, though you can image how fun that will taste
Avoid yeast, hot/spicy foods, food high in vinegar or acidity (i.e. lemonade and orange juice), do not consume large amounts of alcohol for the first 24-48 hours. Avoid foods that can get stuck on the barbell or in the piercing. This includes long noodles, cheese, rice.
Ice chips will help for the pain, but Motrin or Midol will also help with pain and swelling, so take some when needed and as directed on the bottle.
Keep the piercing clean and be sure to go back to the piercer after 7-14 days to have a shorter barbell put in when the swelling goes down. Try to be patient with eating and talking, the swelling will make it hard, but its really just a matter of getting used to having something in your mouth. The piercing should not be removed for the first 3-4 months, but the duration the piercing can be out before closing will vary from person to person. The tongue is a muscle that regenerates cells quickly so it never full heals. Be cafeful and use good judgement. If at any time you have problems, talk to a professional piercer. Good luck.

If you've done that much research, you should know that unless you do want it done in a garage, you're going to have to wait until you are 18... unless of course you have a parent who will sig for you.
You generally can't take your own jewelry with you when you get a piercing. They have jewelry there (or at least they SHOULD), that has been properly sterilized in an Autoclave, and it should each be packaged individually.
Metal is bad for your teeth, but you'll just have to be careful until you can change it to an acrylic ball, or something else.
So, unless you want to risk an infection in your tongue (which doesn't sound like very much fun to me), I would explain your side of the argument to your parents, and if they are still against it, wait until you can LEGALLY sign for it yourself.

I personally have my tongue pierced, i love it. No i do not know any shops around your area but i can help you clear up somethings. Do not take a ring with you, they will put one in and yes it is metal. Clean it everytime you put anything in your mouth. Aviod putting fingers or anything like that. Do not eat spicy foods or hot foods. Listerine works really good to clean and lightly brush your tongue everyday. So just go do it...biting your tongue hurts worse then getting this. Good luck!

DONT DO IT i had mine done for 6 years and before that i never had a cavity in my life it really messed with my teeth, but if you insist theyll put a metal one in when they do it but after it heels go to plastic! and take asprin before you go helps with the swelling
