As most of the others have said if your cat is not spayed the rubbing against things and constant whining is a sure sign that she's in heat.
They maybe a male outside that she's calling to, but even if there isn't the rubbing and whining will continue until she's goes out of heat and will return (whether or not there's a male around) everytime she goes back into heat.
The only way to stop it is to have her spayed.
PLEASE dont' let her outside when she's in heat because she WILL find a male to mate with.

If she's intact, it's time to spay her! If not, make sure everything else about her eating, drinking, and litterbox routine is normal.
If so, this could be either behavioral or hormonal. It's easiest to rule out hormonal first. Increases in some hormones (thyroid and estrogens) can lead to behavioral problems that mimic 'heat.' Certain glands (such as the adrenal glands) could be converting sterols into estrogens if they are diseased. If she is spayed, even a tiny remnant of ovarian tissue can lead to behavioral heat.
If she gets a clean bill of health from the vet, then you have to start the behavioral hunt... look for stray cats outside that might be "teasing her." Setting a humane racoon trap is an easy way to do this. Usually local humane societies have them for loan. If she's just vying for attention, place her in her own separate room and invest in some ear plugs. Luckily for me, my cat only howls for about an hour (usually at 11pm)... I think he likes the acoustics in house.

Hi Krissy Baby,
Sometimes my cat will whine and all he wants if to be petted and loved on. He is somewhat spoiled rotten.
If the whining takes place in different places in your house, then she is in heat, and she can sense male cats outside, and wants to join them.
The rubbing against stuff is a sign she wants some love and affection.

How old is she? If just a baby she wants affection and attention (TLC) If she's a teenager she may be in heat if not fixed. If she's older there may be a problem usually a bladder infection occurs in some cats. Talk to a vetrinarian and get some professional advice.

your cat is probably in "heat"... you see, it usually starts at about 6-8 months.. ur cat would probably start whining a lot.. and rub against almost all stuffs.. although sometimes, when the cat rubs against ur legs, shoes, or feet, they trying to tel u... "im hungry.."

If she is not "fixed" (spayed - desexed), then she is in heat. Take her to the vet and get her spayed. That's the only way you can have some peace.

If she's not fixed, she may be in heat, so get her spayed. If she's already been spayed, she may just be lonely and/or bored. Make sure she has toys to play with, and PLEASE show her some affection. Talk to her, pet her, play with her sometimes. Just let her know she is loved.

SHE'S EITHER IN HEAT OR THERE'S A MALE CAT OUTSIDE, SHE'S DEFINITELY TRYING TO TELL YOU SOMETHING. JUST BE AWARE OF WHERE, WHEN AND MAYBE YOU CAN CATCH ON TO WHAT SHE'S GETTING AT.

Does she do it all the time or once a month? if she does it once a month for about a week then she's just in heat.
