It's Russian written in latin letters.
It should be written : Да он может воду наливает, пиздук !

Pizduk (пиздук) is a nasty word. I won't translate it.
The rest of the sentence means : "Yes, he may be pouring some water".
It could also mean : "Yes, he can pour water" (but it that case the sentence contains a mistake).

It's Russian, not Polish, and I think it's a rude idiom, not literally related to 'pouring water'. This might help you http://www.insults.net/html/swear/russian.html

I do not believe it is Polish, and if it is it may not be spelled correctly.

da=yes,....????don't know.anyway, i don't think it's polish.it must be russian or bulgarian or serbian. yes=tak in polish.
