the vat rate is the same at 17.5 % but there is duty charged also and this is astronomical.
when i worked in the drink industry there were 12 bottles in a case of Smirnoff vodka the case sold at £97 in that there was duty of around £66
the vat remains constant at 17.5 %
the duty differs depending on the alcohol content of the product and on what type of product it is wine. beer, spirit.
industrial alcohol will have to have vat of 17.5% applied but I'm unsure if it has a duty on it as well.
the customs and excise web site should have a link to duty's or a form for you to apply to get a list of duty's. this will be provided free to you.

VAT etc is charged if the package costs more than £18 (I think) INCLUDING postage (the actual amount is on HMRC website) so did the £15.29 include postage? As for if its worth while the people, buildings and all the rest are there whether they collect the money or not. And ALL imports have to be evaluated whether they are big or small So the actual cost of looking at it, seeing its over the limit and stamping that tax is required takes what - 30 second? ie. virtually zero cost. So any money they do collect is a "bonus"

Yes, i've just looked through my wholesale catalogue and while some foodstuffs says ZERO VAT, the alcohol doesn't.
It'll be the standard 17.5% VAT.

Absolutely at 17.5%. The only foodstuff not vatable are essential (although debatable) things like veg and meat etc. Things that are seen as luxuries such as chocs and booze are charged vat. On top of that, alchohol has additional duty tax on it which at the moment is £12.92 per 100 litres per ABV.

You bet. And not only that, but it is charged on the taxes that have already been applied, such as Duty and on wine there is a flat wine tax. Which means that when you trade up from the cheapest bottle of wine in the supermarket, almost all the extra price goes on the wine in the bottle.
