Let's call X the person who's speaking.
Apparently, somebody noticed that X said a great sentence, but X wasn't the 1st one to say it, jack welch was the 1st, so X says that he wasn't the one who created the sentence (I didn't say that, Jawk Welch did). X would have been very pleased to be the creator of the sentence, so "he would like to assume authorship of that wonderful thing", but he's honest, so he give the name of the author "but it was Jack Walsh who saisd that"

I'm not sure it's much clearer :-)

Try now:
' I didn't say that. Jack Welch did.
I would like to assume authorship of that wonderful thing, but it was Jack Welch who said that. '

I think it boils down to punctuation. Let me make this suggestion:

"I didn't say that: Jack Welch did. I would like to assume authorship of that wonderful thing, but it was Jack Welch who said that."

Apparently Jack Welch has wrongly attributed some clever remark/wonderful idea to our speaker, who is defending himself by explaining that he didn't claim to have said/done it in the first place. It was Jack Welch who said that he had said/done it.

Otherwise, I'm as baffled as you!

It means the narrator (the 'I') didn't say anything about Jack Welch.
Jack Welch said it was Jack Welch who did it, and not the narrator.
