credit companies can sometimes simply refuse credit due to a lack of credit history! Sounds weird i know! Different banks have different criteria for credit facilities.
maybe try capital one as they tend to let most people have a credit card. once you've got one, get a report from experian and also equifax to check there are no problems on your credit history.
I believe that it is also possible to write to both of these companies supplying their fee via a personal cheque.

Congress authorized last year that people are entitled to a FREE copy of their credit report 1 time a year. They set up a site for it, which, unlike certain other credit report sites, you don't need to give credit card information for & then cancel the service later.
Go to this site, and you'll need to create an account. This site is sanctioned by the United States government and endorsed by all three of the major credit companies (I'm sure you can find it in the fine print if you wish to check for yourself.) Reports are available online for 30 days after requesting them.

it may not be that you have "bad" credit but that you have a lack of credit. If you can't get a report at experian or equifax, you are entitled to a free report once a year. You will have to sit down and pen a letter to each one of the credit reporting agencies and mail it in. It may take a bit longer, but they should send you a free hardcopy.

It's probably the vicious circle. You need some credit history before they will think about it. Other factors include time with employer and whatever repayments you are making on your student loan.
