I am a Dutch speaking Belgian and I found German a very difficult language to learn.

Strangely enough that is because it resembles Dutch but there are some significant differences.
My Dutch-language feeling sometimes gets in the way.
On those occasions I think I am speaking German well but actually I am speaking Dutch in a German way.

I'm not Dutch, but I think it'd be easier for a Dutch to learn German compared to people of other nationalities. I suppose it's because most Dutch people (or at least those in the Eastern parts) have German influences, and also because German is similar to Dutch in certain ways.

From what I understand, the grammar is completely different but they share a lot of vocabulary. Therefore, knowing Dutch won't help you learn the grammar any faster, but you'll have some of the words already learned.

I could read Dutch quite well after studying German and French. If that offers any light. But I'm not a Dutchie, I hope you find one.

Your Q reminds me of something I read long ago.

If you want to do business, learn English
If you want to make love, learn Italian
If you want to write literature, learn French
If you want to make war, learn German
If you want to scold your dog, learn Dutch !
