How? Or do you mean WHO?
The Minister of Citizenship and Immigration is currently the Honorable Monte Solberg. I hope this answers the "who" question.

Immigrating to Canada depends on where you apply from. It can take up to 4 or 5 years. And you have a couple ways you can apply. As a sponsered family member of some one already a citizen of Canada is the fastest. You can apply on a point system, get the forms from CIC. There are a few more ways I am not as familiar with. Best thing to do is check out CIC web site. http://www.cic.gc.ca/english/index.html

Oh hello Shamim! I am fine. I have just been busy at work, you know. How is the family? And mom / dad? Heck! What would they be complaining about anyway? Since you are sending petro-dollars from Saudia. LOL They must be living like Shieks!
Anyway nice chatting.
Love,
Immigration director of Canada.

PS :- your application has been rejected. Sorry!
