I would say yes if they lost the sight at some point, but I wonder about a person who is born blind. they never see colors or shapes or what most thing really look like. Everyone dreams so why not them to but I don't really know how if they have never seen anything to have in a dream

Obviously if they could once see, or their blindness isn't 100%, then they will 'see' in their dreams. They will visualise objects, people, etc.

However, if they've always been completely blind and never had any visual experiences of their surroundings, then they won't 'see' things in their dreams because they will have no point of reference. They way they visualise their surroundings in their dreams will most likely be the way they visualise them when awake. But it's worth noting that sight is three-dimensional, whereas dreams are multi-dimensional. In a dream scenario, we all have access to more than just our senses, we can be omnipresent and possess unrealistic abilities. So our dreams aren't restricted by the reality we experience in our waking lives. Our vision and awareness of our surroundings are only a tiny part of what makes up our imagination and imagined scenarios.

I wrote more than I meant to there, but yeah. It's very interesting when you give it some thought.

Depends, were they born blind? If so they may dream with imagination. Like the way things are decribed to them. But if they wernt born binld then they may have an understanding on what some thing look like.

They canIt has to do with where the problem is that causes the blindness. People with Retinoblastoma for example can do this easier than people who were in the incubator with pure oxygen as a newborn.
