Paul in Covent Garden, pastries to die for. The Ritz has afternoon tea for £50 for two people and with all the sandwiches and cake you can eat, look for offers on something like toptable or lastminute.com. This is good value for money.

Covent garden has some pretty cool places, if you want go a little further up market, Claridges.
Or try Soho, if you appreciate the fashion scene.

well obviously the Ritz would be first choice, but if you cant afford that, then fenwright and mason do a nice afternoon tea!!! or Claridges do one also, but again a tad pricey!!

The Orangery at Kensington Palace is one of the best, and not too pricey, and very romantic.
