First of all, the child should be learning those basic things at home. Don't rely on someone else to start teaching your child something. Secondly, although he was born prematurely, don't allow that to be a crutch for him. Premature children eventually catch up as long as you don't treat them like something is wrong with them and holding them back from learning and doing things on their own. I feel as soon as children are able to sit down and play with other children, that is the right time. They will begin learning to share and respectfully play with others as well as learn the other pre-school items you listed.

It depends upon his readiness and willingness to learn. You alone can make the assessment about how interested your child is. If your child is not yet ready then don't push him . Patiently wait for the right time. Once in a while check on his progress . Expose him to different situations and allow him to experience doing things his own way but with your guidance. If you think he's ready then send him to school. My son attended his nursery at three then learn to read a book while in the Nursery. He was later accelerated and now at 17 he's already graduating from college.

being premature doesn't mean that your child is behind all other kids of his age, you should start teaching him basic things as soon as he starts understanding and responding to what you are telling him by showing pictures of fruits, vegetables etc.all kids take their own time to learn things no one learns in one go.and as for sending him to nursery is concerned it varies from place to place...like in india the right age for a kid to go to nursery(not playschool) is 4+,so it depends on the rules of the schools located in your area.
