#1 is definitely wrong. #2 "I am going to the school" is good. And it should be "I am going to school."
I am going to a school -- if you're going to school but it could be any shool
I am going to the school -- if you're going to a specific school.
So the best way is "I am going to school."

"I am going to school."
If you include "the" in the sentence, it means you are mentioning a certain school as opposed to just any school. It makes it sound like there is only one school in your area.
It isn't correct English to include "the" in that sentence, but if you said it that way people would still understand.
As well, if there is a particularly famous school that everyone knows about, or you just mentioned a certain school in a previous sentence or statement, the use of "the" in that sentence would actually be fitting.

You can also say "I am going to school". You would say this one if you are attending a school. Like if you are in university. You say number 2 if you are driving to or walking to a building that is a school.
