Diseases are not divine retribution, most are caused by bacteria, which are living organisms, viruses, which are parasitic foreign bodies, or damage to the body for example cancer which is caused by genetic damage.
Unless God chose these methods of infecting people it is not the will of God that people are afflicted. Like someone said, if it was then Jesus would be undoing his father's work by healing the sick.

No, disease is just one of the unpleasant facts of life. In my religion (Islam) sick people who keep on having faith in God are considered very brave and are rewarded for their patience in the afterlife where He makes them forget all their previous pain.
