neither. It's a legume. I think it means its a type of seeds. If you look at the food pyramid its actually bunched in with meats, because it is high in protein.

Scientifically, it's classed as a legume like a pea or a bean. Once the flower is pollinated, it becomes a fruit and that fruit turns into a legume containing seeds which forces its way underground to mature into a 'goober'.
