What if the driver turning left onto the busy street gets there first does he have the right of way? What if on the other side of the road the other car is going straight through. The turning left would yeild but would he continue to yeild to cars coming straight through the intersection from the other stop sign even though turning left is stopped first?

In FL and OH, it does not make any difference who got at the stop sign first. The person making the left hand turn must yield the right of way to the person who is going straight. This could mean that the person making the left hand turn may have to wait for several cars going straight. Think of it this way. If there is a crash, the person making the left hand turn is going to be cited for failure to yield the right of way. BTW we investigate plenty of crashes each year where people feel they had the right of way because they got to the intersection first. Of course, there are two exceptions. If it is a four way stop, the vehicle on the right has the right of way if the vehicles arrived at the intersection at the same time. Also, if one driver had a yield sign and the other a stop sign, the driver with the stop sign must yield to the person with the yield sign. Good question.

very simple, this is not an "all way" stop sign.
the law first come first go does not apply to this kind of intersection.
even the left turn car cames first, the right of way still belongs to the car which is going straight.
always remember, the right of way in North America is : straight first, right second and left the last.
example, accident in the traffic light intersection, the car run the red, yellow or the green light and hit the car turnning left, the left turn traffic will always be at fault...OK!

If one is turning left and the other is going straight through, then the car that stopped first has right of way.

The person to your left has the right of way. Now I know, you are thinking we are to each other's left. That would be correct. The other deciding factor is who came to a complete stop first. These days most people don't bother so that one goes out the window.
Then you have a right turn has the right of way over a left, most people ignore than one too.
My rule? Let htem go first, I avoid an accident that way and they may be in a hurry.

the stright through car has the right of way, no matter who stopped first. think of it as if it were a traffic light, and was green for both cars crossing the busy road. who would have the right of way? straight. left turn second.
