Your agent can give you quotes for cars - most have "symbols" that are used to generate liabiltiy rates. The lowest symbol I've ever seen is a 3, for a Dodge Caravan. Non-sporty Saturns are a 4.

The "cheapest car" doesn't exist. The type of car is just one factor in many that determine your rates. Newer cars get better rates than older ones (due to more safety features). Smaller cars generally get better rates on liability insurance than larger ones (as they are less likely to cause damage in an accident). However, smaller cars get worse rates on injury protection (since you are more likely to get injured in a small car than a large one).
If you are just looking to save money, get a barebones policy. But that is risky, because you have minimal coverage (and are personally on the hook for damages above your policy limits).
