The absolute best way to polish a badge is with toothpaste. Not only does it make it shine like new but it gives it a minty fresh smell.
If any of the paint in the lettering comes off, get a small bottle of Testors model paint in the color of the badge lettering. Dip a toothpick into the paint and dab it into the grooves of the letters. Let it dry then scrape the excess off with your fingernail or something that won't scratch the metal.

First you have to make sure it doesn't have a plastic coating. LAPD badges come plastic coated and this has to be removed first. You can boil it off or use a high speed polisher like Dremel tool. After you get the plastic off, use a wadding polish like Duraglit and an old baby diaper. If you dont want to remove the plastic coating, just clean it with Windex !!

Does it have a finish? Some are tinted so they aren't really intended to be super-shiny (And cleaning them off doesn' really look very good.) They often add "dark" to the recessed areas to make the other ones stand out. (I don't think you should polish that kind.)
Otherwise - just try a soft cloth. Or, if you are going for really shiny - Flitz is good metal polish.

This depends on what material it is made of. There is a product called Flitz, which is real good on just about anything, from nickel plated badges to 24k gold badges.

Try a fine jeweler's rouge.
Badge bunnies at your local singles bar might also polish your badge.

Good question... well, it really depends what type you have, but usually I would suggest getting some Brasso, and just follow the instructions. Navy guys know how to shine "bright-work".
