the water leak has been there for over a year, the landlord was told about the rotting ceiling and cupboards, and did nothing, water was not present at that time, now it is dripping down from the upstairs bathroom into the kitchen cabinet, the odor of vinegar is very strong, causing us to cough and gag, not sure if it is dangerous or what the cause of the smell is, can anyone help?

YES IT IS DANGEROUS PROBABLY MOLD IT NEEDS TO BE FIXED BY A PROFESSIONAL, NOT YOUR LANDLORD.

I've never heard of a vinegar odor being associated with mold. I suspect that your landlord has attempted to kill the mold by pouring vinegar down the drain. Since you have already notified the landlord, your next step should be to notify the public health authorities, and a lawyer.

I don't know about the vinegar smell but the leak itself is very dangerous, we had a leak in our house and one day the ceiling fell almost hurting someone. Call your local city services number and report your landlord. Also check out your local renting laws, you may be able to fix the leak your self and then deduct the cost from your rent.

it is probably a septic line if there is a bathroom above you . i would tell him again in writing and keep a copy maybe even get it notarized. document it every time you speak with the landlord and read your lease agreement carefully. then if the problem is not fixed you should report him to your local housing authority.
