If snow has accumulated on the sidewalk in front of an apartment complex, legally, is it the responsibility of the maintenance crew of that apartment complex to clear the sidewalk?

If the said sidewalk is along a main road, in front of an apartment complex (main road on one side, parking lot of the apartment complex on the other), is this considered "public" or "private" property?

Additional info for those who are into details: I do not live in the said apartment complex, but I occasionally have to walk the sidewalk. The stretch of sidewalk that I am asking about is NEVER cleared of any snow or ice. It is the only stretch of sidewalk on the block which is not... quite a hazard. I've almost twisted my ankle a number of times due to the layers of bumpy ice and snow.

Sidewalks have to be cleaned by the property owner. It is a city's right of way, but most towns have an ordinance requiring the owner of the property it runs through to keep it clear of snow and ice.

If the sidewalk is next to a road it is the city's because the ROW in most city's is from back of sidewalk to back of sidewalk!!! If not and is in a parking area, it goes according to the apartment rules that should be in the lease agreement!!!

if part of the sidewalk is on private property, then the property owner can clear it., but only the part that is on their property.
