My policy on Romance is this:
If NOTHING is explicitly SAID----then NOTHING EXISTS
I personally dont believe that eye contact really means anything (and this is only from experience) --there are so many ambiguities to consider.

All this means that he is interested in you.
Romantically or not cannot be told with just stares and smiles.
You need other behavior to find that out.
But at least he's interested.

He is interested. I tell you from my experience, I also used to stare at my girl and smile looking away. If he is a nice guy encourage him by looking back and smile. He will approach you one day. Talk to him then. Best wishes.
